The constitutional revolution opened the door to turning ideas into practical realities. Prior to the revolution, the concept of law based on the ideas of Western thinkers existed in the minds of a handful of intellectuals and the urban middle class. However, the fact is that the sense of this idea in the subjects' mentality was different depending on social situations, as if the understanding of the urban and rural lower classes was unknown in this case. The urban middle class, such as intellectuals, clerics, and merchants, played a significant role, formulated in Mashrote Khah and Mashroe Khah discourses. The first discourse considers the definition of law and a political system based on the West as the criterion of the new legal structure. At the same time, the second seeks to protect the law based on Sharia and its application in the new political system. So what created a lot of controversy in the revolution was the conflict over the definition and status of the new legal order and its imposition on the political structure. In this article, the three components of the constitution, the type of political system, and the people's leadership are examined with an analytical- Explanatory method and with the help of the theoretical concept of social constructivism.
