This research aims to do a comparative study of the conflicts between the Emirate (Shamshir) and the Ministry (Qalam) in the Seljuq and Khwarazmshahi eras. Based on this, the results of the research indicate that the institution of the ministry was one of the main pillars of the government and the institution of the emirate was considered as the provider of military force in this era. If the formation of a permanent army in the Seljuq period, the use of the feudal system and the strengthening of the economic foundations of the emirs, caused the people of Shamshir to become military aristocracy. The reduction of lands under the control of the sultan, reliance on the military force of the emirs and the change of the role of the emirs of Atabek from a social to a political role caused the emirs to gain more and more power and increase their centrifugal tendencies. During the Khwarazmshahi period, the power of the amirs was preserved by continuing to use the feudal system. During the period of weakness of the Khwarazmshahi and Seljuq rulers, the nobles increased their centrifugal tendencies by using the weakness of the central government and the bureaucracy, and as a result, they became effective in disintegrating the government by forming independent governments and dynasties. The research method is descriptive-analytical and historical and library sources have been used to collect information.
