Among the influential Berber states in the Islamic Maghreb were the Almohads (al-Muwaḥḥidūn), who, after consolidating their power in the sixth century AH, succeeded in establishing sovereignty over the Maghreb and Andalus (Islamic Spain). The flourishing of the political system and the continuity of Almohad authority during the period of power consolidation were shaped through a process of planning, development, and measures in which Abū Yūsuf al-Manṣūr (580–595 AH / 1184–1198 CE) played a significant role in administrative transformations. He demonstrated considerable activity in administering this territory through the management and reorganization of the bureaucratic (dīwānī) apparatus, as well as through attention to industry and innovation. From the perspective of this research, what is of particular importance are the administrative developments and civil (developmental) programs of the Almohad state during the reign of al-Manṣūr—matters that contributed not only to cultural flourishing and social welfare in the Maghreb but also in Andalus. Employing a descriptive-analytical approach and with an emphasis on primary sources, this study seeks to address the following questions: What transformations did the administrative and civil structure of the Almohad state undergo during the era of al-Manṣūr following the consolidation of political power? And upon what policies did al-Manṣūr rely in order to achieve such flourishing? The findings of the research indicate that al-Manṣūr, through the adoption of appropriate measures and policies, introduced a form of transformation in the Almohad administrative structure and brought the civil (developmental) system to its zenith.
